Meaning:
A lunatic is always with his cerebral hemisphere or cerebrum even when mis-behaving but a drunkard has lost his cerebral hemisphere or cerebrum at the expense of ALCOHOL consumption.
Message: It is not written or recorded anywhere in the bible that alcohol is good as some people misconstruled.
